UNESCO Delivers Guidelines to Prevent Disinformation and Hate Speeches on Digital Platforms

After a public consultation process initiated in 2021, UNESCO published the document “Guidelines for the Governance of Digital Platforms: Safeguarding Freedom of Expression and Access to Information” with a focus on multiple stakeholders. It establishes a set of duties, responsibilities and roles for states, digital platforms, intergovernmental organizations, the civil society, the media, the academic world, the technical community and others in order to create an environment in which freedom of expression and information are at the center of the governance processes of digital platforms.

The organization recognizes that the transformative role of digital platforms in the promotion of human rights is undeniable. However, the same digital platforms that democratized access to knowledge and culture and promoted global connection have also become ecosystems of disinformation, ideological polarization and incitement to violence, discrimination and hate. The document proposes 5 principles to consider: transparency, counterweights, openness and accessibility to governance processes, knowledge diversity, and respect for cultural diversity.
