We Visited Colombia to Learn about the Work of the Communications Regulation Commission

Researcher Chiara Sáez visited the CRC in October of this year to analyze various aspects of this institution with members of this body, but also members of the civil society and the academia.

During her stay, the academic held meetings with commissioners from both chambers of the Communications Regulation Commission (CRC) of Colombia, as well as with representatives of its open data office, civil society organizations and local academics.

Sáez stressed that the visit allowed learning first-hand about the functioning of the CRC, one of the case studies of the project she leads. In this regard, she pointed out that “the conducted interviews constitute an excellent counterpoint to the secondary data we have managed to systematize. They allow us to understand the nuances, limits and contradictions that arise in practice when we think about a convergent institutionalism in the Latin American context”.

She also highlighted the importance of collecting the critical perspectives of the academia and the civil society, which contribute key inputs to reflect on how to prevent weak points in a potential convergent regulation in Chile.

The researcher particularly valued the x Postdata open data systemimplemented by the CRC. This initiative fosters a more transparent competition among regulated agents and has been recognized even by critics of the Commission as a positive development. “Understanding how it works and how the agents themselves participate by contributing data and observing each other was a very enriching experience,” she remarked.

The visit reinforces the commitment of Fondecyt Project 1230748 to comparative analysis and shared learning that can contribute to the design of an effective convergent institutionalism for Chile.
