Academic Patricia Peña Expounds on Data Technology, Internet, AI and Governance at an Important Virtual Workshop

#RegulaciónConvergente co-researcher Patricia Peña took part in the opening day of the Global Southing Internet, Data and AI Studies Workshop organized by the Oxford Internet Institute (OII) of Oxford University.

The meeting brought together researchers from Latin America, Africa, Asia and the Middle East for the purpose of critically rethinking studies on the Internet, data and artificial intelligence in the Global South. The workshop sought to expand the ways in which knowledge on digital technologies is produced, recognizing experiences, tensions and challenges that are often invisible in the dominant frameworks of the Global North.

Peña presented two approaches developed in Chile that put a strain on the relationship between digital technologies and their social implications.

To start, she described an alternative academic methodology that involves using podcasts instead of traditional scientific papers as a narrative technique to address topics such as datafication, extractivism and data colonialism from a situated perspective, integrating community voices, academic knowledge and digital formats.

She also shared the progress of the Sof+IA prototype, a chatbot with a feminist approach designed to guide women faced with digital gender violence situations. In addition to providing support, this tool seeks to generate data that allows bringing to light and assessing an issue that is still neglected by Chilean public policy.

The academic at the Faculty of Communication and Image (FCEI) of Universidad de Chile underlined that these initiatives enable a reflection on the challenges of convergent communication and its regulation in contexts like the Chilean one. In an increasingly hybrid and automated media environment, technologies such as podcasts and chatbots reveal regulatory and cultural tensions that require more inclusive and updated regulatory frameworks that are sensitive to the realities of the Global South.

Her participation in this international event not only helped to raise awareness of Latin American experiences in digital governance but also to keep strengthening collaboration networks that promote a critical, inclusive and situated view of the global technology system.
