Javier García Visits Mexico to Learn about the Current Debate on the Country’s New Regulatory Institutionalism

The visit is part of the activities of the Fondecyt project that is researching institutional convergence processes in Latin America.

Co-researcher of Fondecyt Project 1230748 on #RegulaciónConvergente Javier García was a visiting scholar in Mexico City, where he conducted interviews with academics Clara Luz Álvarez of Universidad Panamericana and Rodrigo Gómez of Universidad Nacional Autónoma de México (UNAM). The purpose of the visit was to update information about the debates on the convergent institutionalism in the Mexican telecommunications sector.

During his visit, García was able to get first-hand knowledge about the discussions emerged after President Claudia Sheinbaum’s proposal to the Mexican Senate concerning the members of the new Telecommunications Regulatory Commission (CRT), which will replace the Federal Telecommunications Institute (IFT). The CRT will be part of the Digital Transformation and Telecommunications Agency (ATDT), but it will have technical and operational autonomy.

The five profiles proposed by the executive have training in law, robotics and telecommunications. They will be tasked with regulating and supervising the use of the radio spectrum, networks and digital services, ensuring that access to the Internet and telecommunications is a universal right in Mexico.

Regarding his stay in Mexico, our co-researcher expressed that “the meetings allowed updating information about the changes in the Mexican convergent institutionalism and understanding the debate generated by the recent reform, which entailed the disappearance of the Federal Telecommunications Institute and the creation of a new regulatory structure”.
