NEWSLETTER #13: Does Regulation Hinder Technological Innovation?

We invite you to review edition #13 of our newsletter, in which we present the activities carried out by our team in these past few months, as we are about to close our third year as Fondecyt Project 1230748 on #RegulaciónConvergente.

On this occasion, we address the debate on regulation and technological innovation between the United States and its skepticism about regulation and the European Union, which adopts a regulatory model based on fundamental rights. In the Latin American context, we need to open the discussion on how to better move forward in regulations that enable innovation and respect for various rights in the digital world.

In recent times, we can mention our team’s participation alongside two international guests, PUCP academic Ana Bizberge and Marina Pita from the Digital Policies Secretariat of the Brazilian government, in various events and meetings such as the pre-conferences of the 11th INCOM Chile Congress, where we had our own panel. We also met with UNESCO, the Transdisciplinary Nucleus and the faculty of the new Master’s in Social Communication program of Universidad de Chile, and so much more.

Additionally, our academics were abroad. Chiara Sáez and Patricia Peña traveled to Colombia to attend UNESCO’s Global Media and Information Literacy Week. Chiara Sáez was also in Barcelona at Mondiacult 2025, and Javier García went to Mexico to gather information about the current debate on the country’s regulatory institutionalism.
