First Call for International Conference on Governance and Convergent Regulation in the Digital Era

The event will be held in September at Universidad de Chile in hybrid modality and will gather the academic and professional community to discuss the regulatory challenges of the convergence of communications from a Latin American perspective.

The proposal submission ends on March 31st, 2026.

The Fondecyt Project #1230748 is making its first call to participate in the international conference “Governance and Convergent Regulation of Communications in the Digital Era: Institutions, Agents and Critical Factors in the Latin American Context”.

The meeting will take place on September 2nd, 3rd and 4th at Universidad de Chile, and it will have a hybrid format (in-person and virtual) to facilitate regional and international participation.

It should be mentioned that this conference is linked to Monograph N°55 of the journal Comunicación y Medios (2027). Therefore, participants will be able to submit the full versions of their papers for evaluation in this call.

The central objective is to approach these discussions based on the reality of Latin America, considering its historical inequalities and institutional trajectories. To this end, not only researchers are invited but also regulators, social organizations, journalists, artists, graduate students, etc.

Proposals will be accepted in Spanish, Portuguese and English (the event will have simultaneous interpreting). 

Additionally, the call comprises nine lines of work aimed at a comprehensive view of the phenomenon:

  • Fair competition: Antitrust regulation and asymmetries in convergent markets
  • Scarce resources: Socio-environmental impact, AI’s water footprint and geopolitics of digital infrastructure
  • Communication rights: Freedom of expression and the right to communication in the digital context
  • Autonomy: Independence of regulators from governments and corporations
  • Transparency: Algorithms, accountability and open data
  • Structure: Institutional design and new models of convergent agencies
  • Convergent coordination: Cooperation among agencies and network governance
  • Multilateralism: The role of international organizations and North-South tensions in digital governance
  • Cosmopolitism: Epistemologies of the South, digital sovereignty and cultural diversity.

  • Professional discussions and talks
  • Training workshops
  • Posters (for undergraduate students) and audiovisual exhibitions.

Registration is free, and there will be travel support for trips to Santiago from regions.

Closing of proposal submission: March 31st, 2026.

Notification of acceptance: May 15th, 2026.
