In the context of the 11th INCOM Chile Congress organized with the Faculty of Communication and Humanities of Universidad Diego Portales (UDP), pre-conferences for the annual event will be held, conceived as specialized academic spaces that delve into key issues in the field of social communication.

In this edition, the team of Fondecyt Project N°1230748 on Convergent Regulation will participate with a pre-conference entitled “Regulation of Digital Convergence: Scientific Evidence for Public Policy”. It will take place on Tuesday, November 4th from 08:30 am to 2:00 pm at the auditorium on the first floor of the UDP Faculty of Communication and Humanities (Vergara 240, Santiago).
The meeting seeks to open a specialized and rigorous dialogue about the regulation of digital convergence in communications based on the evidence generated by two research studies: Regular Fondecyt N°1230748 and the Transdisciplinary Digital Convergence Regulation Nucleus (VID-UChile).
The activity is organized by the Convergent Regulation team, led by Professor Chiara Sáez (Faculty of Communication and Image, Universidad de Chile), with the logistical collaboration of the UDP Faculty of Communication and Humanities.
International Guest Speakers
The event will feature the participation of two prominent specialists in communication policies and digital governance:
Dra. Ana BizbergeDoctor of Social Sciences from Universidad de Buenos Aires and professor at the Academic Department of Communications of Pontificia Universidad Católica del Perú. Her research addresses media regulation and policies, political economy of communication, and digitalization and technological convergence processes.

MS Marina Pita, Director of Promotion of Freedom of Expression at the Digital Policies Secretariat of Brazil’s Presidency of the Republic. She is a specialist in digital rights, telecommunications and Internet with vast experience in public policy and civil society advocacy.

Research Findings and Discussion
The main results of the Fondecyt Project, focused on identifying critical factors for a convergent regulatory institutionalism of communications in Chile, will be presented during the pre-conference. The recommendations of the Policy Paper prepared by the Transdisciplinary Digital Convergence Regulation Nucleus (VID-UChile) based on the UNESCO Guidelines for regulating digital platforms (2023) will also be disclosed.
The space is meant to promote collective reflection, opening a dialogue among the academia, institutions and citizens on regulatory challenges in the digital ecosystem.
