{"id":992,"date":"2023-11-09T21:33:00","date_gmt":"2023-11-10T00:33:00","guid":{"rendered":"https:\/\/regulacionconvergente.com\/?p=992"},"modified":"2024-01-18T10:15:05","modified_gmt":"2024-01-18T13:15:05","slug":"foro-ia-etica-desafios","status":"publish","type":"post","link":"https:\/\/regulacionconvergente.com\/english\/2023\/11\/09\/foro-ia-etica-desafios\/","title":{"rendered":"Discussion on Artificial Intelligence and Its Ethical Challenges"},"content":{"rendered":"<p class=\"wp-block-paragraph\">The researcher on #Regulaci\u00f3nConvergente Patricia Pe\u00f1a and the academic at the Faculty of Communication and Image (FCEI) Lionel Brossi were part of the panel \u201cPotential Risks and Opportunities of Artificial Intelligence in Exercising People\u2019s Rights in Chile\u201d held on October 23rd as part of the \u201cFORUM ON THE ETHICS OF ARTIFICIAL INTELLIGENCE IN LATIN AMERICA AND THE CARIBBEAN: Toward a Responsible Use of AI in the Region\u201d, organized by <a href=\"https:\/\/www.unesco.org\/es\" target=\"_blank\" rel=\"noreferrer noopener\">UNESCO Regional Office<\/a>, <a href=\"https:\/\/www.caf.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">CAF<\/a> and the <a href=\"https:\/\/www.minciencia.gob.cl\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ministry of Science, Technology, Knowledge and Innovation of Chile<\/a>. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Patricia Pe\u00f1a stated that\u00a0<strong>these issues must be part of a citizen debate<\/strong>, in which the civil society participates \u201cbecause they are currently not of interest to them. Discussing concerns about people\u2019s rights includes girls, youth, women, indigenous communities, people with disabilities\u2026 they must be able to access discussions about the model and paradigm that we want for artificial intelligence and how we will measure the impact on the communities and societies in general.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In turn, Lionel Brossi&nbsp;<strong>addressed the need for children and adolescents to participate in the various processes involving the design, development, implementation and use of artificial intelligence<\/strong>, not only by listening to their ideas and perspectives but also incorporating them into these processes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A ministerial meeting with high-level authorities in the region was held in parallel to the event in order to establish a clear roadmap for the development of ethical and inclusive policies that guarantee human rights in relation to AI based on the&nbsp;<a href=\"https:\/\/www.unesco.org\/es\/articles\/recomendacion-sobre-la-etica-de-la-inteligencia-artificial\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>UNESCO Recommendation on the Ethics of Artificial Intelligence<\/strong><\/a>. The goal is to&nbsp;<strong>set up a regional council that will constitute a unique space for AI governance in Latin America and the Caribbean<\/strong>&nbsp;and serve as a political forum for discussing and reaching consensus to develop AI policies in the region based on ethical and inclusive approaches.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, Patricia Pe\u00f1a stressed that \u201cfirst, we need to talk about not being discriminated. There is an algorithm that can discriminate, and that is very complex. Then, there are different types of personal data to which we need to pay attention. And this happens in countries like ours, where this issue is pending. The bill has been under discussion for 8 years, and we hope it is approved soon.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pe\u00f1a also indicated that another relevant topic is the right to transparency: \u201cWe know that these systems work with recommendation and profiling systems, and that also must prompt us to think about an AI that is in the public interest,\u201d she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The objectives established in the forum, which will mark the roadmap, are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Create a governance space:<\/strong>&nbsp;Create the first and only space for AI knowledge and governance in Latin America and the Caribbean based on the principles of the Recommendation.
